The Premier League clubs are estimated to account for roughly 75% of the total debt. Negotiations are underway between the English Football League and the Premier League for an additional distribution agreement worth £1.8 billion over a decade. The International Football Review has cautioned that it will step in if an agreement is not reached.

David Cogen, the chairperson of the IFR, remarked that the essence of England's football prosperity lies in a profound paradox. While certain clubs boast the wealth and competitiveness of the world's elite, others hover perilously close to financial ruin. Expenditures are outpacing revenues, leading to escalating debt, losses, and an excessive reliance on owners' investments. Many clubs have conveyed that their survival would be at risk if funding from their proprietors were to be withdrawn. The EFL has welcomed the report, which echoes the concerns they have consistently raised. The Premier League has expressed a preference for an income distribution scheme led by the football community, akin to the IFR's stance. The FA has announced its intention to give the study its thorough consideration.
